Bunbury Mayor Gary Brennan concedes the community may not be ready for a multi-decked carpark in the CBD.

Mr Brennan wants to unveil concept plans for a new development at the Wittenoom Street carpark, which is also known as Souths carpark, for community discussion early next year.

But Mr Brennan said if the community was not ready for a multi-storey carpark, then a future Bunbury City Council would be tasked with the development.

"It may be that the community says 'we aren't ready for a multi-decked carpark yet'," Mr Brennan said.

"But as I have said publicly, a council is going to have to do that and this planning will help the ultimate decision to go ahead whenever that may be."

On Friday, a newly-formed working party will hold the first of at least three meetings to prepare a concept for the carpark and the revamped civic precinct.

"That group will work up a concept," he said.

"Then I will convene a public forum and I hope we will have a significant number of people come to that.

"We will share that initial concept and then we will invite a whole raft of submissions on how the public feels about that."

Mr Brennan's vision for the multi-storey carpark includes commercial units on the bottom floor and potential apartments on the top floor.

Also included in the plan is to repair the erosion at Boulters Heights - a long-running problem for successive councils.

The renewal of the Bunbury CBD is one of five new priorities for the council.

The other four include developing Tuart Brook Estate, building a new council depot, revitalising Withers and connecting the Leschenault Inlet and Bicentennial Square.
