Chamber of Minerals and Energy declares WA’s economy is under threat from Federal Labor

WA’s nation-leading economy is under threat from Federal Labor, the State’s peak mining body has declared, calling on Roger Cook to take up the fight with his Canberra colleagues. In a scathing assessment of the Albanese Government, the Chamber of Minerals and Energy has used its State Budget submission to warn the Cook Government an “increasingly uncertain Federal regulatory environment” poses a “significant risk” to almost $120 billion worth of projects. In an opinion piece for The West Australian, CME chief executive Rebecca Tomkinson urged the Premier to intervene on behalf of the group’s 81 mining and energy companies. “The wave of rapid IR changes has left businesses adrift in a sea of crippling uncertainty,” she said. “Premier Roger Cook has played an active role advocating for workable and pragmatic Nature Positive reforms. “His efforts pressing WA’s case in Canberra have been invaluable and we hope that will extend to IR laws that threaten the economic prosperity of all Australians. “(The) reforms are built on a model of workplace conflict that increases the likelihood of productivity-killing strikes.” On Monday, the Prime Minister doubled down on his Government’s “same job, same pay” laws, dismissing claims from mining giant BHP it could cost the company $1.3b a year. Speaking in Brisbane, Anthony Albanese said it was an issue of simple fairness. “There was a whole chorus of condemnation from the usual suspects,” he said. “We were not deterred and Australians were not fooled.” Other industry groups have protested at the changes, with the Minerals Council of Australia arguing the sector already boasts the highest wages in the country. Chief executive Tania Constable said Labor’s IR policy would only boost union power, not workers’ pay packets. “It is self-serving policy masquerading as economic policy,” she said. “The accumulation of these workplace changes will prove to be a wet blanket on the Australian economy, impeding economic growth, investment, jobs and ultimately wages.” The CME warned industrial relations was just one factor threatening productivity and wage growth, and has made more than 80 recommendations for State Government changes to attract clean energy investment. “Urgent action is required,” Ms Tomkinson said. “To ensure WA does not miss out on the immense opportunity offered by the global energy transition. “The firing gun has started on the international race for investment but WA risks remaining stranded in the starting blocks.” The CME blamed concerns over infrastructure and land claim disputes and called for a focus on delivery of “fully turnkey” strategic industrial areas across the State. This year’s State Budget included a $500 million fund to unlock industrial land for green energy projects, but the CME said member feedback was that identified areas were still not development-ready with utility and transport connections “lacking”. The report also called for the introduction of time-based targets and a draft master transmission plan for the South West Interconnected System, to combat wholesale electricity prices, which have doubled since 2021. While praising the State Government’s commitment not to increase taxes or royalties, the CME argued royalty rates should be reviewed for critical minerals due to fluctuating prices that have resulted in some mining operations being mothballed. The WA resources sector contributes about 33 per cent of State Government general revenue, but the CME noted that iron ore prices had fallen 30 per cent in 2024, nickel prices more than 50 per cent since 2022 and lithium prices have plummeted 90 per cent since January 2023. “The ground we are standing on is shifting beneath our feet,” Ms Tomkinson said. She argued policy certainty is needed to secure the industry’s future.
