South West urged to learn lessons from Aberdeen and North East Scotland’s transition away from fossil fuels

The South West is being urged to learn from the lessons of North East Scotland’s transition away from fossil fuels as one of the region’s shire presidents admits she does not believe the region is ready. Aberdeen & Grampian Chamber of Commerce chief executive Russell Borthwick spoke at the Innovative Industries of the Future conference in Bunbury on Wednesday about the area’s experience as the North Sea oil and gas hub looks to a cleaner future. He highlighted the strong demand for certain skills, which will occur as the clean energy transition ramps up, could potentially lead to shortages and hypocrisy between those demanding action on climate change but not wanting the infrastructure near them needed to reduce greenhouse gas emissions. “The very people that are demanding an end to fossil fuels flip their placards around to demand no monster pylons near me,” Mr Borthwick said. “We demonstrated across the world five years ago that we can take emergency action to reflect emergency situations. No one particularly enjoyed having their basic human rights removed around COVID, but we did it to combat the health emergency. “Why are we not taking similar approaches to the climate challenge that we have got? Why does the same principle not apply?” Mr Borthwick noted the transition would require fossil fuels to remain a part of the energy mix until new sources are sufficient enough to take over. He used the UK as an example, telling attendees the country was a net exporter of gas 20 years ago but now imports 55 per cent of it, a figure set to increase to 80 per cent by the end of this decade. Mr Borthwick said the result of not producing more gas locally were a higher carbon footprint for imported gas due and bigger threats to electricity supplies. “A transition is a change of state over time,” he said. “We can’t go from A to where we want to be in one step. It’s a series of right steps in the right order.” Mr Borthwick then joined a panel discussion with WA Local Government Association’s Nicole Matthews, Lautec’s Satya Tanner, Curtin Institute for Energy Transition’s Peta Ashworth, Augusta-Margaret River shire president Julia Meldrum and Wellington Council’s Geoff Hay — moderated by Mellisa Teede. Ms Meldrum told fellow panellists she was concerned the South West was not ready for the energy transition. “It really stuck out to me (on Tuesday) when Minister (Don) Punch said community looks to leadership for certainty, and that’s lacking,” she said. “I think local governments play a key role as the most trusted form of government in Australia in really building confidence within communities that we can do this in a just way and they can trust us in this transition. I think that’s really critical.” Ms Matthews said the State’s local government saw the energy transition as a significant opportunity, but they also had “pretty significant concerns”. Professor Ashworth said more needed to be done to ensure buy-in from community. “It can’t be done to people. It has to be done with them, and I think there are plenty of ways,” she said. “I think we’ve seen where it’s working well and there’s been fantastic investments along the way to do it, but there’s also a lot we’re not getting right. We are in a transition right now and there are a lot of communities hurting across Australia and here in WA.” Ms Teede said there was a number of parallels between North East Scotland and the transition facing the South West. “I think for us, the discussion around offshore wind in the South West has been a very limited narrative and probably spoken more about the very valid concerns from community, but maybe not what some of the transformational opportunities are that we need to embrace in that transition,” she said.
